Position Summary

The Hamlet of Kugluktuk is seeking a motivated, detail-oriented and highly confidential professional to join its Finance Department as the Finance Officer – Payroll / Human Resources.

Reporting to the Director of Finance, this position plays a key role in supporting municipal operations through the administration of payroll, employee benefits and human resources functions.

The Finance Officer – Payroll / HR is responsible for the accurate and timely processing of payroll for municipal employees, administration of employee benefits and pension programs, and support of core human resources activities, including recruitment, onboarding, records management and employee relations.

The successful candidate will ensure compliance with federal and territorial legislation, municipal policies and collective agreement obligations.

Key Responsibilities

  • Process bi-weekly payroll for salaried, hourly and casual employees.
  • Maintain payroll records, timesheets, leave balances and payroll reconciliations.
  • Administer statutory deductions, pension, benefits and other employee deductions.
  • Prepare Records of Employment and year-end payroll reporting.
  • Coordinate employee benefit and pension enrolments, changes and terminations.
  • Maintain employee personnel files and human resources records.
  • Support recruitment, onboarding and employee orientation activities.
  • Prepare employment contracts, letters of offer and other human resources documentation.
  • Track employee certifications, performance reviews and probationary periods.
  • Respond to employee inquiries regarding payroll, benefits and human resources matters.
  • Assist with payroll-related budgeting, reporting, audits and compliance requirements.

Qualifications

  • Completion of secondary school or an equivalent qualification.
  • Post-secondary education in accounting, finance, human resources, business administration or a related field.
  • A minimum of two to three years of payroll and/or human resources administration experience.
  • Experience in a municipal, government or public-sector environment is considered an asset.
  • Payroll Compliance Professional designation is considered an asset.
  • CPHR or another recognized human resources certification is considered an asset.
  • Equivalent combinations of education and experience may be considered.

This position is designated as a Position of Trust and requires a satisfactory Criminal Record Check as a condition of employment.
